If the battery charge level indicator never changes it sounds like there may be a problem in the software. I suggest you unpair your watch and re-pair to reinstall all the software. If a full reinstall doesn’t help, Contact Apple Support and get the hardware checked.
Please tell us what you see when the watch shuts down. Does it power down and restart with the Apple on screen, or just black screen until you charge it?
