Does it truly only cost .99 for 50 GB of storage? I cannot backup my photos onto computer, which I think is a storage problem. Are there hidden fees? Can you only do this for several months?

I cannot backup my photos onto the computer from my I Phone 6s. It omits all photos from November until April. I have the 12.0.1 iOS. It won't download new iOS either. Do I need more memory? It keeps telling me my cloud is almost full.
