My Apple ID is disabled. I can log into my phone but can’t download apps from the store.

If you've followed all of the instructions on the page that you posted from (including the 'Learn More' section) : If your Apple ID has been locked - Apple Support

contact iTunes Support in the country where you are (and which is therefore the country on the account) and see if they can/will re-enable it : http://www.apple.com/support/itunes/ww
