How do you fix background app refresh when it is suddenly grayed out?

Do you have restrictions enabled? If so you may have restricted background app refresh.

Go to Settings —> Screen Time —> Content & Privacy Restrictions (enter screen time password) —> Background App Activities —> Allow. If everything in Content & Privacy Restrictions is grayed out that means you have no restrictions enabled.

Are you using Low Power Mode? It is not compatible with Background App Refresh.

I do not have low power mode on. I installed the most recent update and have rebooted. My linked iPad does not have the same issue. I have not updated that yet.
