Notifications Limited to 99 per Application

I have an iPhone 8+ running iOS 12.1. Since Apple introduced the revised Notification Center in iOS 12 and the ability to group notifications automatically, by app or not at all, my phone is now limiting me to a max of 99 notifications per app before they start to disappear and roll off. If I don't catch them before they hit 99, I miss them and they are gone. Example - if I don't look at my phone for several hours and receive 200 Instagram notifications in that time, I will only be able to view/act on the last 99. The other 101 are gone forever. This behavior applies to all apps - not just Instagram.

I've tried changing the grouping settings to try all three options and that does not affect the behavior.

I've also reset my phone and set it up from scratch with a fresh install of iOS... no change.

Has anyone else experienced this? Any tips/insights?
