Shipping to Other Country

Hi! My friend Apple Watch is ready to pick up from Singapore Apple Store. But He is now at Samui Thailand and can not go there. They said that can not send to other country. Well, do I have to pay over 700 dollars to pick it up? I don’t understand this kind of thing at all. And allmoste impossible to have chat or email to Apple about this. If someone can, please send my message to them.
