Do I have to pair my cellular Apple Watch with my provider from the start?

I'm interested in getting the Apple Watch Series 4. I don't think I need cellular at this time but I may want it once I get a new cell phone plan in a few months. Is it possible to use the Series 4 GPS + Cellular without automatically needing to pair it with my wireless provider?

No. You can use your  Watch without the cellular function. It would then operate just like an  Watch without cellular.
