apple id has been disabled

Hi guys, so i have this problem where when ever i want to update or download a new app a message pops up saying just " Your apple ID has been disabled" without any "for security reasons" or other things. So i've changed the password and did all i could find but it didn't work. And i can't contact Apple cause my country doesnt have Apple Support and to call to another state will put a big bill... Does anyone know how to help me, thanks!
