Ipod Nano Does not hold a charge

My Ipod Nano, when connected to the USB cable indicates that it is charging but never ends up getting charged. When I disconnect it from the USB cable the charging icon with the lightning bolt still appears in the middle of the screen and in the upper right hand corner.

What do I need to do to get my ipod nano to fully charge. I have restored it to factory settings several times, and that does not appear to help.

The point is that my ipod always shows that it is charging whether or not it is connected to the usb port or disconnected and playing music. It used to show a full battery but now always shows the battery with a lightning bolt (charching) even though it is not connected to the computer. Also, the hold switch is very touchy and if I set it to hold, it is very hard to get the ipod back to normal status.
