Can't change payment information

Have been trying to change my payment information from one credit card to another. Get the following error when I try to save

Payment information could not be updated.

For assistance, contact iTunes Support at www.apple.com/support/itunes/ww/.

I can't update my payment on my itunes account. I go to View My Account, manage my payment. I put my new credit card information in and it says to continue on this device, verify at least one payment method. You can also delete any payment method that can't be verified and add a new one. It won't let me add a new payment method.
