How to add a new card to AppleID?

I have tried everything and still no luck, the appstore won’t let me update any apps, and every time i try to fix my payment it says it’s declined but there’s nothing wrong with my card or and i don’t have any active subscriptions either. help!

Apple ID payment information - If your payment method is declined, or you have a billing issue with a previous purchase in the iTunes Store
