Then press and hold the shift key while starting up Safari.

I usually have tried the command-option-escape to force quit Safari and it rarely now works, so I simply have closed the entire program with the on/off button and then restarted it. So next time it occurs I will try your suggestion and let you know the results however it rarely occurred until I upgrade to Mojave so suspect the problem to be in that upgrade? But I know what the what the shift key is but not sure what shift key launch safari is. I already have Safari running and now frozen so please advise on what I do for you suggestion.
