The Apple Music subscription does not make songs from the iTunes Store free.
It grants you access to the Apple Music catalog for streaming or download.
To access the catalog, use the "Browse" or "For You" section sin the Music App, instead of outright buying the songs in the iTunes app.
You will know you are in the correct place because songs and albums will not have prices attached to them.
Add and download music and video content from the Apple Music catalog - Apple Support

Correct, in a sense. You rent the music while you are subscribed. You still need to do so from the correct sections in the correct App.
The iTunes Store and the Apple Music subscription are in 2 different locations on your iPhone, iPad or iPod Touch.
