Can't change Safari homepage

On a brand new Mac Mini, fresh user account, I can't change the homepage in Safari. I can type in the field, but going to a different settings tab and coming back reverts it to apple.com. If I'm on the website I want as my homepage (google.com), then using the "set current page" option does not change it from apple.com, just highlights it in blue.

Mac mini (2018), macOS Mojave (10.14.1)

Actually, it started working normally after simply rebooting the computer.
