On a brand new Mac Mini, fresh user account, I can't change the homepage in Safari. I can type in the field, but going to a different settings tab and coming back reverts it to apple.com. If I'm on the website I want as my homepage (google.com), then using the "set current page" option does not change it from apple.com, just highlights it in blue.

A couple things to try…
Start Safari with the shift key held down then try it.
Try deleting "/Users/YourUserName/Library/Preferences/com.apple.Safari.plist" then restart Safari.
