The only way for you to use the cellular data from your phone with your iPad is to connect your iPad to the iPhone's Hotspot. Whether you feel it is ridiculous or not, that is the one way to use your iPhone's data.
I do not understand what you are asking. Are you using the same Apple ID for both devices? You cannot control the iPad with the phone as if the phone was a remote. If you are talking about making calls with the iPad that is not possible. Can you be more specific in how you want to control your iPad with your phone?
I'm guessing here, but I believe the only Internet access they have is with the iPhone, and don't have wi-fi to connect to. My interpretation of their statements is that they have a wi-fi only iPad, but have no wi-fi network available and do not want to use the iPhone's Hotspot, but want to just be able to make some other connection to the iPhone to use the data. I may be wrong, but we can wait and see.

That does not sound normal. Are you saying that when your iPad will not connect to your WiFi router? Did you try to go to settings>general>reset>reset network settings on the iPad?
