Using stainless steel apple watch in a country with no cellular subscription?

Hi Apple! I'm from the Philippines, i would love to have a stainless steel apple watch series 4 simply because it's more attractive compared to aluminum finish. Since we all know that all stainless steel models comes with a cellular function and my country is not listed or part with cellular support subscription for apple watch. My question is can i use a stainless steel apple watch ( cellular) in my country and set up it like a regular apple watch plus all the functions except for the cellular part? Ps i really don't care about the cellular function what's important to me is the design and finish.
