not getting all SMS notifications on Apple Watch

My watch is not always notifying me of SMS text messages. It works reliably for iMessage alerts, but for SMS alerts, they are sometimes missed. My iPhone is off, notifications are turned on for apple watch and for SMS messengers. The only thing different from iMessage, that works, is that these are SMS (green). This has been happening for some time, under multiple OS versions, different Apple Watches, and different iPhones.

Watch Series 3 Nike (GPS) 42mm, watchOS 5.1.1

From your description I think your watch is Working As Designed when your iPhone is powered off. IMessage is a data service so it will work without your phone if the watch has a WiFi connection, but SMS is a pure cellular service and your network can only deliver the messages to your iPhone - which you say is off. The messages will of course be held and delivered to your phone when you power on, and then forwarded to your watch but your watch remains silent because your iPhone is unlocked and active at that moment.

Sorry, my iphone isn't powered off. It's on, but i'm not actively using it, so it should send notifications to my watch.
