Recovery Partition Command R Doesn't Work

I use a mid-2012 Mac Pro; run El Capitan. I've tried to "Erase and Factory Reset" my main hard drive, using the Recovery Partition procedure more than 10 times, but to no avail. This machine just refuses to complete my commands. Is it possible to Erase and Factory Reset my main hard drive from another internal hard drive?

Mac Pro, OS X Mavericks (10.9.5), mid 2012 Mac Pro

Yes, though it’s more common to use an external device and not an internal one.
