I have a new iPhone and I want to merge all my photos texts emails notes with my old Apple ID without losing any information. How can this be done?

SIM card is new, not iPhone. iPhone was recently swiped and set up as a new phone (about 17 days ago). All the photos texts notes and emails are saved on the phone. I cannot backup to phone because I’m not signed into my Apple ID.

Should I first backup phone to computer then sign into Apple ID and iCloud? Afterwards should I restore from the backup or will I lose the photos texts emails notes? How can I safely merge the two together?
