If you have both your iPhone and iPad set to use Messages in iCloud, deleting a message from your iPhone deletes it from your iPad too (see the article that you linked from). But this deletes it from your iPhone too (obviously) which may not be what you want, and once you delete it there's no recovering the deleted message. Check your iCloud settings to see if Messages is turned ON. If not, then your iPhone and iPad cannot synchronize text history.
Phone call history may show up on your iPad as FaceTime call history, and there's no way to remotely remove that from your iPhone.
