Apple keeps declining my payment method

I tried putting my debit card as the payment method to upgrade the icloud storage and apple declined it. I tried using another card, the same thing happened.

It will work if i choose mobile phone billing but i chose not to choose that method since someone else is paying for my phone bill and I preferred to use my own money by inserting my own card information but it doesn’t work.

I have found zero solutions to this for the past months. Just trying my luck by asking around.
