I will be upgrading to a Macbook very soon
I use a windows outlook e-mail address for my Apple account and everything else
I would like to change to ONE Apple id / icloud e-mail address to use across the Apple ecosystem
Is this possible

You can't merge Apple IDs if you have more than one.
What to do after you change your Apple ID or password - Apple Support I suggest doing this before you change your Apple ID or password.
I only have One Apple ID
