I was wondering how can I stop the voice memos app from using up my iCloud space. I looked in the iCloud tab in settings and the voice memos app does not have a toggle to turn off iCloud sync like the other apps. I also looked in the settings for voice memos itself and could not find an option to turn off iCloud sync.

So, just to be clear, you went to Settings<[Your Apple ID]<iCloud and you're saying there is no toggle switch to shut off the synching of voice memos?
Try restarting/rebooting your iPhone. Also, try signing out of your Apple ID, rebooting, and then signing back in.
Did you try signing out, rebooting and then signing back in as indicated?
Also, at the very least, can you see the ability to delete Voice Memo data from Settings<[Your Apple ID]<iCloud<Manage Storage.
P.S. How have you confirmed that Voice Memos are indeed synching to iCloud?
You don't. They will take up storage either way. Either they're included in your iCloud backup, or they independently sync with iCloud.
Yes, also I do see the toggle appear if I turn on iCloud Drive, but I have iCloud Drive off by default.
