You would need to contact the business you purchased it from and manage it through them. You can still contact your financial institution and process a claim through them as Apple Pay still uses your debit/credit card.

Pay for what product? It would depend on where you purchase this product as to what Apple has to do with it. Otherwise, wherever you purchase it from is responsible for if you do not receive it, or if you ask for a refund.
