Why do I have to purchase my apps twice? Once for mobile devices and again for the Mac.

Because they are different apps for totally different operating systems.

I understand that they are different OSs but the licensing of the App is where the money comes into play. Many of the compiling processes support pushing the code to the different OSs.
The developers need to create, test, and maintain the applications separately. They may choose to charge for both.

That's just the way it is. You can install the Mac version on any Mac you own or control. Same with the iOS version on any iOS device you control or own. But you pay for each OS.
