How can I fix iTunes 12.4.3.1 startup error when can't use Microsoft Store 12.9?

With older laptop cant use the new Microsoft Store version 12.9. So I installed the older version 12.4.3.1. However when start gives an error that I had a newer version than 12.4.3.1 already. How can I fix this? If not where are the newer versions less than 12.9 so can install that? Otherwise can't use iTunes anymore on Windows. Have Windows 10 64bit Professional with 16GB RAM and quad-core i7 so system requirements are met.

However note 12.4.3.1 has issues got this error while starting services even when in admin user after install cant paste or insert jpg error here.
