Iphone XS will not power off.
started with a phone call I was unable to answer. It kept buzzing for 5-10 minutes.
I tried pushing the volume buttons and the side button - It told me to swipe up which I did and it led me to the basic screen.
I tried to shut it down from settings. I am able to open the page with the settings icon but when I press settings nothing happens. In fact all apps are inoperative.

That performs a force restart - more drastic than a power off.
Settings > General > [scroll down to] Shut Down
Or simultaneously press and hold the side button and either volume button until the slider appears, then slide to power off.
