Safari isn't available as a standalone download. A reinstall/upgrade is the only way to get a new copy.
If you would post what problems you are having, maybe someone can make suggestions to help resolve them.

Eric, thank you. For several weeks I've been having Safari hang and requiring a forced Quit. When it is working the loading of pages is slower than normal, and when I first open it the initial page sits for 7-10 seconds before starting to fill up. Operations with Firefox, Chrome and Opera are fine, and this slow loading is a significant change from previous operation before the crashes started occurring.
In previous attempts to fix it I deleted the Safari library files as recommended by other postings. At present I do not recall all of the files that I deleted, but it several of the library files.

Try setting up another admin user account to see if the same problem continues. Please post back on whether or not this worked. Also try the Safe Mode. Please post back on whether or not this worked.
Isolating an issue by using another user account
If it works in the Safe Mode, try running this program when booted normally and then copy and paste the output in a reply. The program was created by Etresoft, a frequent contributor.
