finder doesn't remember tabs when restarted

When I have finder open with multiple tabs in Mojave, if I close the window and re-open it, it only shows the first tab. Before it reopened all tabs. Any way to fix this?

MacBook Pro (Retina, 13-inch, Late 2012), OS X Mavericks (10.9), It disappeared from launchpad

In high sierra and previous macOS versions, if the last open finder window had multiple tabs, and I closed it, when I started another finder window it kept the directory tabs, much like restarting safari can preserve all the tabs from the previous session. So you're saying this feature in the old OS versions was a bug and now it's been fixed so it doesn't do that any more? Thats disappointing! I was hoping it was a preferences option like in safari.
