Why can’t I download free apps without a debit card ?

ive been trying to download or update my free apps without a debit card and it does not allow me. How can I fix this ? Or is there anyway around it ?

And: If your payment method is declined, or you have a billing issue in the App Store or iTunes Store - Apple Support

And: If you can't choose None when you edit your Apple ID payment information - Apple Support
