Message Error -21 02U while on internet recovery mode. Need a tech in here

I have a mbp 13´´ (mid 2012). I was doing a clean install of Mojave that failed because of volume compatibility with the File system. Here is what the report say.

disk1s1 is not convertible to APFS: Installation could not be made on this volume because it can´t be converted to Apple File System

Later on it said

disk4 is not convertible to APFS: This volume is not formatted as MAC OS Extended (Journaling).

It was formated in AFPS which was the only system available when I erase the startup disk.

I managed to format the volume back to HFS+ and using a program called transmac on PC, created a bootable usb drive with high sierra on it.

Started the notebook with option key to choose the usb drive in the startup manger but all that appeared was the rolling planet meaning internet recovery mode, then after a couple minutes, got this error message -21 02U

No need to say Iám stuck here.

Any help or advice welcome

Thanks

MacBook Pro, macOS High Sierra (10.13.3), Iphone 4, 4S, 5S

If the computer does not have an SSD then do not format it using APFS. See How to choose between APFS and Mac OS Extended when formatting a disk for Mac - Apple Support and How to Skip Converting to APFS When Installing macOS High Sierra. The procedure for Internet Recovery:

Internet/Network Recovery of El Capitan or Later on a Clean Disk

If possible back up your files before proceeding.

  1. Restart the computer. Immediately after the chime hold down the (Command-Option-R) keys until a globe appears.
  2. The Utility Menu will appear in from 5-20 minutes. Be patient.
  3. Select Disk Utility and click on the Continue button.
  4. When Disk Utility loads select the drive (usually, the out-dented entry) from the side list.
  5. Click on the Erase tab in Disk Utility's main window. A panel will drop down.
  6. Set the partition scheme to GUID.
  7. Set the Format type to APFS (SSDs only) or Mac OS Extended (Journaled.)
  8. Click on the Apply button, then click on the Done button when it activates.
  9. Quit Disk Utility and return to the Utility Menu.
  10. Select Reinstall OS X and click on the Continue button.

Note:

1. To install the version of OS X that was currently installed use Command-Option-R.

2. To install the original factory version when the computer was new use Command-Option-Shift-R.

Currently, my internet connection plan has ended which means I only have 15k/s. There is no way I can use the internet recovery mode to install. That is why I created a bootable usb drive with High Sierra on. Can i use it to install the system?

btw, I just restarted the notebook with command option R, the globe appeared and it is asking to choose network. Should I do so or the utility menu will appear anyway?
