Dear Apple,
At the moment I've got an annual subscription to Apple Music.
The subscription renews at July 20, 2019.
But I would like to change to a family plan.
What is the best option for me? (without having to wait for 8 months...)

This afternoon I found a Dutch Apple Music user on Reddit who wanted exactly a same about a year ago. He told me Apple handles it good and you don't have to wait until your annual subscription has ended. They calculate the amount of your annual contribution that hasn't been spend and use it to pay your first monthly Family Plan.
Maybe it's good for you to know, Urquhart1244, since you answer so many questions here.
We here are users just like you, not representing Apple in any official way.
The support documents say that a change in subscription type will turn of auto-renew for the old/current type, and will transition after the period ends. When you subscribe for a year, you do commit for a year to that specific subscription. So that looks like an 8 months wait for you. 😟
You may want to contact Apple Music Support, to plea for a more favorable option.

I know we're all users here. But other users may have an experience with transitioning from one plan to another.
(and sometimes contacting Apple Support doesn't clear things up; especially Apple Support at Twitter is a laugh...)
And I will contact Apple Music Support.
I know that I have committed for a year, but it's not that I want to cancel my Apple Music subscription. I just want to exchange it for something else. Apple should be glad I introduce more people into the ecosystem.
