why can I not burn music from my library

I wish to burn cd"s from my library but get a message that I can't without Apple Music,which I have.

Music Library to be Used For Burned Music Files Only I have lost a lot of burned music since I joined Apple Music. I want to create a separate library where I can play my re-burned music without Apple music. iTunes only acknowledges my purchased through iTunes music. You can’t burn music downloaded from Apple Music.
