If it's a subscription and you want to cancel its auto-renewal : View, change, or cancel your subscriptions - Apple Support

If you want to hide it so that it doesn't show for redownloading (you cannot permanently delete any purchase) : Hide apps for your iPhone, iPad, iPod touch, or Mac - Apple Support
