When using Vlookup can it be programed to also copy the format of the cell being returned?
Specifically I need the number in the cell being looked up and the color of the cell, the number returns the rating of the item and the color explains the condition its in.

If you can assign a number to the condition, your could retrieve that. If a colour were assigned to each possible number in a conditional highlighting rule, that set of rules could be used to highlight a second cell with that colour applied to both the fill and the text of the cell.
With details regarding the number of different 'ratings' and different 'conditions' needed, it might be possible to generate a set of rules to get both displays in the same cell.

VLOOKUP and other formulas can retrieve and act on the value in a cell. But they can't copy the format.
There are ways to use a script to copy the format, but that tends to be unwieldy.
