How do I reactivate an old 4s, 16GB, i phone to give to my brother whose ill and we need to stay in contact.

When you say "Reactivate", do you mean reactivate the service with a service like Verizon or AT&T?
If your phone is stuck on the home screen and you can only make emergency calls,
Plug your iPhone into your computer and launch iTunes. Your phone should come up on the screen. And the phone should start working.
If you need to reactivate with a cell service provider, go to one of their stores and ask to get a new sim card and put service on it. BUT your phone might be locked to a certain cell provider, take the sim card out and the sim card should tell you what your provider was.
