How are you connecting to the monitor, HDMI? The monitor has a Display port connection so if you used a miniDisplay port to Display port cable than you should be able to get the resolution changed to 2560 X 1440.

Thunderbolt 3 (USB-C) and miniDisplay are completely different ports.
I had the same issue (Mac mini 2018 / Mojave / Samsung WQHD monitor) but it will happily run 2560x1440 @ 60Hz through the same HDMI cable using SwitchResX and changing the settings..The 2012 mac mini that this machine replaced was the same (but it could only get to 40Hz)
Note: The Mac mini (2018) does not have a miniDisplay port. It has HDMI 2.0, Thunderbolt 3/USB C, and USB 2.
But you made me focus on the cabling, so I swapped out the HDMI for new ones and I now have full resolution. Yippie!
The Thunderbolt 3 port would be where you would put the mini Display port cable, but since you got what was wanted with a different HDMI cable problem solved.
I stand corrected. I see that Thunderbolt 3 needs an adapter to connect to Thunderbolt 2.
