My phone says my Apple ID is disabled every time I try to download an app

If the message states that your Apple ID is disabled for security reasons see: If your Apple ID is locked or disabled - Apple Support

If it is not for security reasons and you cannot download updates or purchases, contact iTunes support: Contact Apple Support
