If the iPhone is unlocked, meaning it can use sims from different carriers, then yes. You can do that.

Note, that the only models that support 2 physical sims are the iPhone Xs from China, and the XS Max from China, Hong Kong and Macau.

iPhone Xs and Xs from any other countries, only have one physical sim slot, and one digital eSim option.

You can still have two carriers set up, with the limitation that the eSim can only be used with carriers that support it.

O2 in the UK does not currently support the eSIM, but Vodafone in Spain does.

Thanks Phil... does Vodafone UK support e sim .

According to the support document I linked to above, in the U.K. only EE currently supports the eSim.

Yes. Outside of China, Hong Kong and Macau, all iPhone Xs and Xs max have only one physical sim slot. The other sim is the eSim. This includes the U.K. Any phone you buy there will have support for one physical sim and one eSim

From: Using Dual SIM with an eSIM - Apple Support

iPhone XS, iPhone XS Max, and iPhone XR feature Dual SIM with a nano-SIM and an eSIM.1 An eSIM is a digital SIM that allows you to activate a cellular plan from your carrier without having to use a physical nano-SIM.
