How do I update from iOS 9.3.5 to iOS 12 on my iPad mini? When I check for updates in my settings it tells me I have the latest version. But I need to update to iOS 10 or higher for the apps I use. ie: Fitbit, HULU etc

The first gen iPad Mini (Identify your iPad model - Apple Support) cannot be updated above 9.3.5, that is the highest iOS version that it supports.
