And where are you attempting to use it? It will only have FaceTime when used In the Middle East on a Middle Eastern carrier in a country where it is permitted.

If you take it outside of the Middle East, FaceTime will be disabled.

What is the model number of your iPhone? If you purchased it in some middle eastern countries you will not have FaceTime except under certain circumstances.
