How do I download ALL SONGS in my iCloud account to iTunes on my Windows 10 PC?

If you are using Apple Music & an iCloud Music Library, your music library is already on your Windows 10 PC.

If you are referring to purchased iTunes music, re-download them to your Windows 10 PC.

I am not using Apple Music. I do not want to use iCloud Music Library. Good reception is frequently not available where I live and travel. I want everything on my phone, not in iCloud. I want everything in my Windows 10 PC, not in iCloud. How can I do that? Thank you for your help.
