three months ago i signed out and in to another account on my iPad for a few minutes and when I signed back in, all deleted apps were gone from my App Store history and requiring another purchase(money). On my iPhone, all apps appear un effected and everytjing bought on the iPad is in my iphone purchase history. I have lost a total of $40+ worth of apps and a $10 gift card that i can’t use .
also, I do not download the lost apps on my iPhone as I have no room. The iPad and iPhone are the same iCloud account and I had no problems before I signed out and in on my iPad

Have you sign back into iCloud with your Apple ID?
Make sure your Apple ID is an associated device
View and remove your associated devices in iTunes - Apple Support
When you sign out of iCloud
Sign out of iCloud on your iPhone, iPad, iPod touch, Apple TV, or Mac - Apple Support
Have you restored the iPad using iPhone back up ? You have current iPhone back up?

Yeah I did, I’ve tried everything
Everything is working, I’ve had the iPad for quite a while now(2 years) nothing was deleted besides the deleted apps that weren’t already downloaded onto the ipad
lost all deleted apps on iPad, iPhone still has them
