Try and remove all cards from the account and restart the iPhone then reenter the cards.
Unable to update payment methods... I tried entering my debit/Visa card as well as my wife’s debit/visa card. Both cards were declined to add as a payment method. I am unable to redownload apps on new devices or even update the apps them selves
