I have a problem with my ID every time a try to download app even free app I see this message

See Payment methods that you can use with your Apple ID - Apple Support and Set up mobile phone billing as your Apple ID payment method - Apple Support. You may have to reactivate mobile phone billing or choose an alternate payment method.
