I cannot change the Apple Music plan from individual to family plan

Only the Family Sharing organizer needs to get an Apple Music Family subscription. The other group members join without getting a subscription themselves.

To change the subscription type: Manage your Apple Music subscription - Apple Support

After other members join, their own subscription will cancel, but that will transition at the end of the current period (i.e. often not immediately).
