REFUND

I have an app that worked while it was free but after paying for it, it no longer works and don't know if it is the paying or the updating to IOS 12.1 however I found out how to get the refund but it is not what I need. It suggested that I need to find my invoice, select report problem on the invoice and then a link to contact developer which I have already done so there is nothing to suggest a refund as such. The developer was lovely and said he does not have access to process a refund and that I need to go through apple and so Here I am asking for help on how to do that.
