itunes app for IOS 9.3..5
I need the Itune app for my IPad 2 with IOS 9.3.5. Tried to download from the Apple Store, however I require IOS10.00 and above. Can someone advise

What do you mean a transfer program? If you have a new iPad, you restore the iPad to a backup of the old iPad. If you are doing this with iTunes on the computer, then it is telling you that you need a newer version of iTunes on the computer, not on the iPad(s). If your new iPad has iOS 12.x on it, then you need the latest version of iTunes. You can obtain that for your computer here, iTunes - Upgrade to Get iTunes Now - Apple, depending on what computer OS you are using. There is no iTunes app for the iOS device, only iTunes Store, which allows you to purchase music/movies, and the App Store, which allows for purchase of apps.
