I am not able to get into safe mode. I start my Mac mini and hold the shift key down when the startup sound plays. I hold the shift key down until the login window shows. I even tried letting go the shift key when the apple logo appears.
What should I do?

Yes. It is a wired keyboard. I am using a KVM, but I have also tried connecting a usb keyboard and a usb mouse directly to my Mac mini, and it still won't go into safe mode. I also unplugged the external backup drive. However, I did not plug my 2 displays directly. They are still on the KVM and I switched to another computer while my Mac mini was booting up.
Please help me out. I have no idea what else to do. I have thought about doing an Option C or Option R, but I think what I need to do is clear the caches by going into safe mode in order to fix that my Mac mini is running slow.
I have looked at the activity monitor. The CPU is not under heavy use. I can't tell whether the write and read to disk is normal or not. I tried logging in from a different user account. It's still slow using a different user account.
Also, I think my Mac mini tried to restart itself while I left it on.
Next time you start it by holding down the SHIFT key from when you turn it on and until the login appears, when you login check if you are in safe mode as below.
I've done that, and it said Normal, though I did not do that every time. I did every time look at the top-right hand corner of the login screen for the word "Safe Mode", and it always showed the time instead. I thought that it always showed "Safe Mode" in that corner if I was in Safe Mode. Am I correct?
I think I was mistaken and I restarted my Mac mini and left it instead of it trying to restart itself. It hung while the progress bar was at about 55%.
How do I go into safe mode?
