I have a Mac Pro 2010 so cannot speak from personal experience of a 2008 model but I believe the answer would be the same based on the information at https://www.osxwifi.com/
Based on this I would say that originally your Mac Pro would have come with three WiFi antenna but only two would have been connected. A separate - fourth antenna would have been present for the Bluetooth connection. It is possible that your older model might have only had two WiFi antenna fitted.

These articles show how to fit a newer model WiFi card as a replacement for an older original WiFi card. Newer cards like this one use if available three antenna for WiFi and one for Bluetooth making a total of four.
Based again on my Mac Pro 2010 which I fitted a similar WiFi/Bluetooth upgrade to, the spare WiFi antenna would be in the location of where the WiFi card goes but probably pushed back under the plastic PCIe slot ducts shown in the top-left corner i.e. underneath the CD/DVD drive bays. On newer Mac Pros i.e. 2009 and later the WiFi and Bluetooth cards are located behind the CPU tray at the bottom.
